Most Medicaid recipients are low income and either work 2 minimum wage jobs or don't work at all and fall into the welfare cycle. Fixing other social issues will fix Medicaid abuse. Someone able should at least do some sort of community service which is accommodating. I recall as a young nurse working two jobs being angry that I didn't know how to afford the special formula my infant needed while taking care of people on Medicaid who didn't want to work and had not as many chronic health issues as I did but had everything paid for, and my taxes deducted from work paid for it.
