Meaning charging them with a fine would be pointless unless they would be able to work it off somehow. Not to mention jail would be like a home to them and with free food and shelter, just strict rules. I say if they're not causing any problems, then it should be okay for them to do so, no harm no fowl. But if there is harm, why fine them and give them free food and board, when you can make them work for the government to do odd jobs that need to be done which would give them a chance to work and gain money, and depending on how much work they did or how much they contributed, they earn a certain amount of money, making it to where the more work they do the more money they get, while the only thing the government need to provide is money, the odds jobs/jobs, and a roof for them the sleep under. While they pay for their own meals from where ever and buy whatever wherever, till they themselves can leave and get an actual job again, or get a life back. |
