Drug addictions have to do with the brain, making it more of a health issue, even if some people get these drugs through criminal methods. It's all in their head, hence it being labeled an "addiction" and not all people get their addiction through criminal acts, a lot of people get it from peer pressure and poor medical treatment. I think rehabilitation should be more accessible and more equipped to medically deal with patients.
