Yes, until adequate social programs have been created to fulfill the need for food, clothing, shelter, and medical care of the current homeless population. We should not be incarcerating individuals who are currently homeless due to lack of access for social services (this has been a particular issue in my area, where despite there being a multitude of options, homelessness is still a crisis. This is likely an indicator of faulty governmental policies and NOT of an underfunding of social services. However, until government policies have been changed, I do not believe individuals should be penalized over circumstances)
