Preemptive strikes and attacks on terrorist forces that have been proven to be a threat to national security and U.S. assets in any given region should be capable of being performed without congressional approval, as trying to seek approval could cause delay and therefore give the aforementioned terrorist group a chance to strike first or cause damage.
