Past that, should they pay their taxes and follow the same obligations and requirements that a resident of the U.S. does, I don't think rates should be changed for them unless they are at a severe financial disadvantage caused by factors outside of their control. Other than that if it is a "regular" financial disadvantage, aid programs could probably help them out.
