I'm not sure, but perhaps the government should regulate safety to an extent, but the regulator must be knowledgeable about how the job works as to not add guidelines that are more hindering than helpful.
Also, the government should become involved if the corporations are doing anything illegal... But, I don't know how such things work, really, so I'd need more information for a sure answer.
