if you provide for low income, you also have to provide for high income as well because it would be unfair that someone would still have to pay more money just because they are rich.

Rich people fundamentally don't need the same provisions as poor people, for the same reason that you don't get Bullet Bills when you're in first place in Mario Kart. The poorest people need the most provisions and the richest people need the least; "fairness" of provisions would only be relevant if we actually had a system built on fairness to begin with, which we currently don't. If you want genuine fairness, then advocate for free college for all people, as we should.
