secondly you can acknowledge that past institutions were racist without teaching that they still are and that people are inherently disadvantaged of oppressive. lastly one of the few institutions/policies today that is racist is critical race theory because it flat out tells kids people of one race are this while people of another race are that.

Have you considered the fact that many structures and institutions today actually ARE still racist, and that marginalized groups ARE disproportionately disadvantaged because of it..?

Yes! Don't talk about racism to young kids! If you just ignore the race issue until they are in like 11th or 12th grade, then they will grow up loving everybody. It is so silly that people are oppressing people that aren't inherently oppressed by calling them oppressed.
