Kindergartners are still trying to learn their ABC's while they are being taught about sex ed at the same time? They are too little to comprehend any of that information. I personally have a cousin that will be starting kindergarten soon and he wont know anything about that. I believe middle to high school is a more appropriate time to teach kids about sex education.
As for providing birth control and more social services; I believe that providing a better understanding of both the female and male anatomy and how to safely have sex and what proper protection to use is necessary. Pushing this in middle to upper school can give them a better understanding since they are at that age of starting puberty and they will grasp it better seeing how they are more mature than kindergartners. Birth control should be offered from doctors. I do not think that it is something that you should just be able to walk in and buy. I believe it should be prescribed by a doctor and instructed on how to safely use it. A middle school child wont understand what to do with birth control. It is better to have a trained professional to show them how and what to do with it if they really need it.
