Public spaces are shared by everyone and are designed for a variety of uses - playgrounds, parks, etc. If these spaces are transformed into living spaces, it may limit their availability for the general public. Moreover, these changes could inadvertently normalize homelessness rather than addressing the root causes, like lack of affordable housing, mental health issues, and unemployment.
