No one needs an arsenal, but what about historical collectors? Guns shouldn't be freely available but imposing strong restrictions doesn't treat the mindset of why people want guns. Make them like cars at a minimum. Insurance, annual registration, training, licensing. Analyze risk factors not only for the individual, but those that might have access to the weapon. Including methods of storage and transport. And clarify that the Second Amendment wording of "well-regulated militia" refers to what we already have: the National Guard. Not any Tom, Dick, or Harry who thinks that just because he can hit the target consistently makes his honky-ass any part of a militia.
