No, CRT is inherently a college level course, but at the high school level, there must be a more honest depiction of the historical racism of institutions in our history, and how these institutions only changed after the Civil War, Jim Crow, and the Civil Rights movement brought about massive social change in this country. So by definition? No. but in practice? Yes. CRT does not accuse modern individuals and young white children of being racist. It asks us to recognize that our institutions were, and that they can become better.
