The chief of police is generally under contract and can't be removed even if the entire elected body of the city is replaced by the voters. Those tasked with enforcing the law should only be accountable to the people who's community they patrol. The police should be disbanded and the department's budget redirected to the Sheriff. This isn't to say that deputies can't be bad actors, but if a community is being continually abused by their Sheriff, then the power rests in the hands of that community to change leadership.
