yes if they have been offered and there is legal proof of it because a-lot of homeless I'm sure don't even know the half of state programs that are to there help/ disposal and don't have the proper knowledge and maybe there wouldn't be so many homeless in certain areas if there was more knowledge of them knowing how and were help can be aided to them jails wont help them but if they have been offered and have denied it then yes make it a offense because some drug addicts on the streets are a danger to society and are homeless due to drugs so the ones who have denied it should be a criminal offense and the ones who haven't gotten the proper help should be dropped off by police at a shelter and if refused upon then sent to jail
