No as the manufacturer assembles the guns and dealers distribute the guns it should fall on the purchasing party/individual to face any fines or possible jail sentences for any and all criminal charges related to accidental discharge of a firearm or intentional murder of any one or group of people that results in mass casualties and homicide..... less severe punishment should only be considered in cases where an individual is shot but survives their injuries 5 to 10 years in jail as well as financial compensation to the individual to cover medical related expenses or loss of wages due to inability to work
