Yes, but only after extensive background checks and continuous monitoring to ensure they have no terrorist connections (if approved for citizenship after 5 years of residency, then monitoring should slowly come to a halt). There should also be programs that refugees are required to enter into that involve monitoring at the beginning until they are successfully phased into US society (programs that are meant to better their lives: help them get a job, help them set up health benefits, etc...).
