I side with a strict interpretation of the War Powers Resolution (in which congress must be notified within 48 hours of introducing U.S. armed forces into hostilities and the troops must be withdrawn within 60 to 90 days unless Congress decides to declare war, authorizes the forces to remain, or requests them to withdraw early - in which they have a 30 day withdrawal period to exit), but I also believe that just as modern warfare has advanced, so should modern policy - so that the armed forces are not able to use lethal (by lethal I mean "deadly", not "harmful") force/action (unless acting in self-defense) until they have received congressional approval.
