All forms of childcare will need to be funded by some source due to the need for two incomes in a family or single parents without the means to work part time. The Federal government is the only source of the funds necessary to do so at this time. The money would probably go to states and then would be distributed using the guidelines set by the Feds. The system needs to be changed. Stopgap measures to address education in general will only add to the hodge-podge of laws, rules, regulations and statutes that are usually created with good intentions by end up far too often causing overwhelming paperwork that does not necessarily help.
