Some should be obvious, but there is a great deal of ambiguity, including what is legal in one country is not in another. This needs to be clarified. The same thing applies to "misinformation and fake news" The explosion of "misinformation and fake news" recently and the ability to create what are known as "deep fakes" requires a method to distinguish between "misinformation and fake news" and legitimate information. Unfortunately, too many people do not want to sift through all of the information out there and determine for themselves what is legitimate and what is misinformation. Too many also prefer to believe misinformation if it confirms what they already think. This makes the task of information regulation extremely difficult.
