While I don't want to take the risk of letting a possible suspect go, it is also too risky to assassinate or attack someone in another country. It could cause serious conflicts with the people. I would have to say no, but keep the suspect under close surveillance. Perhaps call the person in for questioning until further evidence is gathered.
