Yes, so long as their sanctuary acts aren't directly and illegally restricting the enforcement of Federal laws by a Federal agency, then immigration laws are NOT the responsibility of a municipality or state to uphold, and thus a city should NOT lose funding solely for refusing to directly implement such laws that are not of their responsibility.
