Yes but tie it to government efficiency that reduces the cost of providing quality services to more people so the increases do not need to continue indefinitely. There is easily 50% of the entire budget that can be saved just be ending use-it-or-lose-it budget and the cascading money waste it creates such as renting vs owning.
