Yes, but only for citizens & active military serving overseas/out of the country and located in Alaska, Hawaii and Puerto Rico.

Anyone that resides in the lower 48 states, can find a drop off ballot location that should be readily available within whatever predetermined radius. Ex: there should be one post per population ratio availability. I feel this would be a good starting point to work from.
