If the state gives its consent, then the President can send in troops, but the matter should be resolved peacefully under most circumstances. If it is not possible to come to an arrangement or make peace, the President should send in the troops. However, the troops should not be used to hurt peaceful protesters, only to break up violent protests. The troops should be peaceful towards the inhabitants under all circumstances and only use force when absolutely necessary.
