The more trivial (cosmetics, etc.) and risky the product (few prior trials, trials with bad side effects), the less likely it should be allowed on more intelligent animals like primates. For example, an anti-cancer drug on an ape that naturally already had cancer, with prior trials very promising, no dangerous side effects, and administered humanely, seems acceptable. Meanwhile, tests on your average poor goldfish, that college frat boys swallow alive on a dare by the hundreds every spring break, probably don't need as stringent restrictions as primates.
