No, Because let's say for example a slightly intoxicated husband and wife are arguing pretty bad in their front yard but didn't show signs of physical abuse and a social worker was sent out to the scene instead of a police officer and upon arriving the situation heats up and the husband goes inside, grabs a gun to kill his wife AND the social worker now... do we call the police to stop him now?? or do we send him out there in the first place so he can disarm or prevent the man from retrieving the gun in the first place and allowing for the husband's wife to live out the rest of her life as well as the social worker who's now completely oblivious to the situation as it isn't something she could've kept peaceful control over. Not everything can be talked out so we need people capable of handling elevated and potentially dangerous situations and I couldn't trust a social-base program with that kind of responsibility.
