(that's not a protest, that is harming others physically, and destroying communities. And if after local police step in and cannot contain, Troops should be allowed to intervene in moments of domestic terrorism like this, but they should not be allowed to beat or shoot anyone, who is not beating or shooting at someone, respectfully. They can use tear gas, water hoses, and primarily shields.. But they only need to step in if police are overwhelmed by true violence, vandalism and looting..., and police only need to be on stand by, near by, incase a demonstration becomes violent or destructive.
