Children under the age of 13 should be able to ride free, regardless."
If any money is going to subsidized transportation, pour transportation reform... It should be for the costs of electricity, and other petrol alternatives to either be subsidized, reduced, or given a huge tax break by those who charge their cars at home, or provide such alternative fuel methods at their place of commerce like charging stations, etc. Both investors, and the person who pays the bill for that alternative fuel resource to exist for the public, on their rented or owned land.
Also... If people are trying to move out of a city and go to a place where there is a smaller cost of living, there should be a subsidy or tax break for that as well. This will help disperse such massive homeless pupulations within cities, making them more manageable, and build economies where it is less expensive to build them.
Individuals who are registered as homeless with no vehicles, and no driver's licenses, should be given a buss pass to travel to any state/ city that does not already have a massive homeless population, twice per year... Pre-printed in their name... Can be picked up (printed on special paper) at any usps location... But must be used within 7 days of print.
