Counseling should also be offered if people wish it for help with ensuring that their self-image and mental health are not impeding their ability to move off of welfare programs. There is, sadly, a stigma in America for those on welfare, and this can be demoralizing and self-defeating for the program as a whole. We all need help sometimes; accepting that help shouldn't be contingent on a test.
