Yes, but only after extensive checks and short periods of monitoring to ensure they have no terrorist connections, after a short period I say let them off the "watch list" because if we don't, we choose racial profiling over proving actual relations to criminal activity/ terrorists activity which would violate the constitution. Another standpoint is that if they are not terrorists, they won't mind being watched for a short time, because they understand the procedures we have to take to ensure Americans safety. (They will not be notified however, because if they are terrorists, then they could just wait out the watch period.) This isn't a matter of discrimination, it's a matter of keeping millions of people safe from potential and unknown threats.
