“Levy a per employee daily fine for employers hiring illegals. If the employee DOES NOT have ANY criminal record and he/she learns to speak English, enrolls in a Civics course, and is willing to learn a trade or occupation he/she should get a work permit and be allowed to remain in the US on a probationary period. After a certain time has passed and only after all benchmarks are met if the person still has no criminal record they should become legal residents of this country but NEVER citizenship because they did not respect our borders.”
