Even though the legislating process could be thrown into turmoil if too many inexperienced congressmen enter at the same time, we can elect a few new members every now and then to keep the number of inexperienced congressmen lower and the number of experienced congressmen higher, while preventing corruption by keeping the rotations on a regular basis.”
