Rand Paul is America First, Trump is MAGA. They are 2 different factions. Trump uses the phrase America first, but is not a part of the group. Rand Paul openly disagrees with Trump on many issues.

Maybe they figured they were giving Biden what he claimed to need, so if he loses Ukraine, he won’t be able to blame Republicans.
