Voters should be allowed to vote if they aren’t an illegal migrant, using bribes to gain an anticompetitive advantage through a political candidate’s policies, laundering money to political candidates from the funds of a legal entity, or a union, (corporations aren’t a representation of individual voters), or laundering money through foreign companies (foreign companies shouldn’t be trusted when they engage in transactions, pertaining to voting representation).
