Given the popularity of these styles (thanks heavily in part to more favorable to automaker CAFE standards and the increased profit margins for manufacturers, hence their push to put butts in these vehicles), it seems like a gaping loophole in this new rule, unless they are going to be closing the light truck loophole too.

right, this is counter-productive because there won't be any small gas vehicles left, so it is an incentive for the creation of more large gas engines. Grandstanding, without a classification change.
