I feel that while both should be emphasized and brought together, if push comes to shove, the citizens of the state must come first. Under Locke's theory of government, the government holds a social contract to its governed to ensure their safety and progression.

I believe its more important to take care of tax paying citizens. It's important to mediate internationally to promote world peace, however, if this comes before the well being of a countries citizens it becomes a problem. Tax paying citizens lose trust in a government who sends their hard earned money to another country. Tax payer money is better of in their own pockets or reinvested in their communities not sent to another country or spent on resources for another country.
