Democracy is built on listening to everyone. If the option to be heard is not present then how can their laws really be viable to enforcement? Shouldn't the people also have a right to at least give their piece?

I think it could break up the city into different parts then that could be helpful but at the same time might cause delays and issues with funding and construction.
