Tale as old as time. One or two kids will ending up doing all the work. Exams should only be a competition against yourself.

That may be true early on, but group projects being the norm will disincentivize the behavior over time. Nobody likes a freeloader who chooses to be that way.

Rather than having standard tests, having students work together would teach better social skills and show students that more minds working together can achieve greater things. It can also show students where their weaknesses and strengths lie and what kind of person they can work well with.
This will allow kids to see the benefit in working hard as well as getting more practice in working with others.
