An active operation of any kind by the United States military on foreign soil, during peacetime, should never be conducted without the express permission of the foreign government. If authorized by the foreign government, the United States military should be allowed to use unmanned aerial vehicles to perform reconnaissance and collect mission-critical information. There is too much risk of human error for a UAV to be allowed to be weaponized and used to strike suspected terrorist targets.
