There certainly needs to be more restrictions on firearm ownership for known criminals, as well as those who are mentally unstable. Furthermore, we should ensure that any reasonable pre-existing regulations are enforced and that threats of violence from those who are mentally ill are always taken seriously. Other than that, we should ensure that firearms end up only in the hands of those who will use them responsibly and are in no position to commit violent criminal acts or to take their own life, and use them only in defense of self when all other options have been exhausted. Even still, I believe that shooting at someone is still far from a morally ideal situation.
