Where to start is the difficult part. Currently our nation has an abundance of jobs. But there is nobody applying for them. Using the technologies of today, everybody can benefit in the economy and employment issues. The immigrant can be under a "work visa" status while their citizenship is being processed. Every state should have a federally funded Immigration building (preferably state capital, but not being picky). Just as in a situation of welfare or unemployment, a case worker will be assigned. That case worker is responsible for ensuring the applicant is in full compliance and rewarded with their citizenship, given the proper education and proper member of society. They can contribute to communities and pay their share of taxes also.
