No, but the government should still make education affordable via a UBI program and through giving a financial incentive for people who donate to low-income students who need financial support for education (there should even be a system that helps donors locate students who need the support - and in return for donating to them they get rewarded by the government in some way (a little bit of tax relief?). The government should have some faith in people to support each other and use financial incentives to encourage people from all socioeconomic backgrounds to be able to have the means to support their fellow human being.
