There is a difference between "require(ing) able-bodied adults to work in order to be eligible for Medicaid and "test(ing) programs including job training, job search, education, volunteer activities and caregiving." The former is too narrow and would require a clear definition of "able-bodied" and what jobs would be appropriate for what level of "able-bodied". The latter creates different opportunities for advancement that may reduce the need for Medicaid as well as increasing the pool of qualified workers. This greatly increases the choices available to the recipients of this training.
