It is clear to me you just don't know anything about trans healthcare. Simply put, no it is not. 2/3 of listed treatments are unrelated to genitals. And 2/3 of common transgender surgeries are unrelated to genitals. Puberty blockers. these are prescribed to children of puberty age with a history of gender dysphoria ("I'm in the wrong kind of body" feeling), these are completely reversible and stop puberty by filling the hormone receptors with a stand-in while the child makes sure they are actually trans.
