No, because, really, a civilian who is trying to get tied into the government shouldn't be so closely tied up with the government of a foreign nation. That can be seen as sketchy, unless they have former experience such as being part of a corporation, or other US government job. It still should not influence their American democratic nomination, even if they plan to work with a nation. It is all up to the people within the state.
