Yes, but only if either (1) the service is inherently artistic and the religious conflict would produce inappropriate art or (2) the religious violation has to do with the request, not the context of the request. E.g. A staunch anabaptist could not refuse to sell pizzas to be served at an infant baptism because they disapprove of infant baptism if they would sell pizzas to be served at an adult baptism, but they could refuse to make a pizza in the shape of a Satanic symbol.
