Can't be racist, culturally based, or LGBTQ-phobic etc.
But if for example a gay couple wanted a wedding cake from a Christian bakery then I think the business should make the cake, but doesn't have to do the final touches. Thus it's just a cake, and it satisfies the customer (who can always go to another shop) and the religious beliefs of the business owner are held up which is important to freedom of religion.
