Yes, but only if there is proof that someone has either died or suffered deeply due to the drugs themselves or their actions while on the drugs themselves. The drug dealer should also be held accountable for the actions of the individuals while under the influence in the event they commit a crime while under the influence, as their decision making and judgment is likely to be impaired. (If a man is murdered in a car accident because someone did speed, the dealer should be held responsible in addition to the driver.)
