I believe this should be on a case to case basis, if overall they are causing no harm to their immediate community and especially if they have minor children who are born into citizenship considering that causes issues beyond immigration control, it costs the US more money to have to now provide and fund all these children who have a higher risk of continuing the cycle of government assisted adults below poverty level and lesser chance to be an educated, working member able to contribute to and positively influence society.
